Shenandoah began in the late 1960s as a group of homes called Shenandoah Valley, on the east bank of Panther Creek just west of the new I-45. It became a city on 16 March 1974, the same year The Woodlands opened next door. With about 3,500 residents, it’s small, but its oldest homes are now more than 50 years old.
